Why does Target never have the Target Exclusive Commander Fox?

I have been to several Targets in my area several times over several weeks and, while they all have the Commander Fox display, they never actually have the figure and never know when or if they are going to get it. Why did they contract with Star Wars for an exclusive when they never intended to actually carry it?
